House version of patent reform differs from Senate's over fee diversion

Bills passed by the House and Senate would both change the U.S. patent system from a first-to-invent system into a first-to-file system, but there’s lingering controversy about whether the patent office can keep all its fees and about provisions allowing for new patent challenges.
